About the Strategic Prevention Framework

The Vermont Strategic Prevention Framework (SPF) State Incentive Grant (SIG) is a federally funded cooperative agreement with the Substance Abuse and Mental Health Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP) and the State of Vermont, Governor’s Office. The SPF process enables states and communities to develop substance abuse prevention infrastructure and through the awarding and evaluation of community grants, implementation of prevention programs, practices and strategies necessary to achieve population based positive outcomes.

The purpose of the Vermont SPF is twofold: to further develop, strengthen and maintain prevention services infrastructure throughout the state and to impact at a community level the three priority areas of substance abuse identified by the Statewide Epidemiological Workgroup. Community grantees will be funded to implement the 5-step SPF process illustrated above.

The SPF is a public health, outcomes-based prevention approach that uses assessment and evaluation to continually move communities forward toward their goals of reducing substance abuse and its consequences. The communities of Vermont will utilize strong collaborations between the private sector, public health, academic partners, non-profit services providers and others to implement the VT SPF-SIG, develop prevention expertise and infrastructure to sustain the process, and generate evidence to support replication of the process across the state.

Goals and Priorities

The goals of the Strategic Prevention Framework are:

Prevent the onset and reduce the progression of substance abuse, including childhood and underage drinking..
Reduce substance-abuse related problems in the communities.
Build prevention capacity and infrastructure at the State and community levels.

Following a nine month review and analysis of Vermont substance abuse consumption and consequence data by the State Epidemiologist Workgroup (SEW) and upon review and approval of the statewide SPF Advisory Council, the Vermont priorities for the Strategic Prevention Framework Initiative are:

Reduce underage drinking.
Reduce high-risk drinking among persons under the age of 25.
Reduce marijuana use among persons under the age of 25.
Build prevention capacity and infrastructure at the state and community levels, including a sustainable evaluation system for prevention grantees.

SPF Advisory Council

The role of the Advisory Council is:

To participate in a needs assessment of Vermont’s readiness to address substance abuse issues.
Identify, with the Epidemiological Workgroup, the information needed in order to prioritize needs for substance abuse prevention.
Develop strategic prevention plan goals and measurable objectives.
Serve as reviewers for grant applications aimed at accomplishing those goals and objectives, and monitor progress on the Prevention Framework.

State Epidemiological Workgroup (SEW)

The SEW is a required component of the SPF with the following charge:

Establish a state Epidemiological Workgroup.
Bring systematic analytical thinking to the causes and consequences of the use of alcohol, tobacco and other drugs in order to effectively and efficiently utilize prevention resources.
Promote data-driven decision making at all stages in the Strategic Prevention Framework over the five year duration of the SPF.

Established in 2005, the SEW is made up of epidemiologist of varying disciplines, as well as, key state agency staff who’s responsibilities include data collection, review and analysis. In addition to members with data expertise, the SEW has representatives from higher education and the United Way.
